Research!America Calls on Congress to Pass Continuing Resolution that Delays OMB Rule Until December
Arlington, Va. – Research!America, the nation’s largest multi-sector alliance advancing medical research to achieve better health and well-being for all, released the following statement following the release Sunday of a Senate Continuing Resolution (CR) that delays implementation of a proposed Office of Management and Budget (OMB) rule through Dec. 11:
“We are truly grateful for the bipartisan language that would delay the OMB’s sweeping proposed changes to federal grantmaking,” said Research!America President and CEO Russ Paulsen. “Across the country, individuals and groups representing medical research, agriculture, law enforcement, transportation, housing, and others have sounded the alarm on this proposed rule’s destructive impact on key priorities of the American people. This delay helps ensure OMB takes those concerns seriously and goes back to the drawing board.
“Congress now needs to pass this CR version. It would not only keep the government open, but it would safeguard scientific progress. If it were finalized, OMB’s rule would allow for the termination of grants – including clinical trials – midstream, without any right to appeal. It would give the OMB centralized control over the grantmaking process. Unelected bureaucrats could subvert congressional intent and award or terminate grants based on their own political or ideological goals, not scientific merit. This proposed rule would set back medical research in this nation, delaying treatment and cures for American patients.”
