House-passed Continuing Resolution Stalls Harmful Changes to Federal Grantmaking
Arlington, Va. – Research!America, the nation’s largest multi-sector alliance advancing medical research to achieve better health and well-being for all, applauded the House of Representatives’ passage today of a continuing resolution (CR) that delays implementation of a proposed Office of Management and Budget (OMB) rule through Dec. 11:
“This delay gives us more time to work with Congress to stop this rule permanently,” said President and CEO Russ Paulsen. “Individuals and groups across the country, representing medical research, agriculture, law enforcement, transportation, housing, and other sectors voiced their concerns on this proposed rule’s harmful impact. If finalized, the proposed rule would undermine key priorities of the American people: safety, security, prosperity, and progress.
“We must be clear on what is at stake. OMB’s proposal would allow for the termination of grants – including clinical trials – midstream, without any right to appeal. It would give a single office in the White House centralized control over federal grantmaking, regardless of which party is in control. Unelected bureaucrats could subvert congressional intent and award or terminate grants based on their own political or ideological goals, not scientific merit. This proposed rule would set back medical research in this nation, delaying treatments, cures, and hope for American patients.“
