Research!America Statement on “Top-line” Spending Levels for Fiscal Year 2024

We appreciate the time and determination congressional leaders from both sides of the aisle have devoted to establishing funding parameters for the FY24 appropriations process.  

The crucial question is whether Congress will devote dollars to spur faster medical progress and science and technological competitiveness and bolster our public health agencies. As the budget process moves forward, we urge congressional leaders to boost funding for the National Institutes of Health (NIH), the National Science Foundation (NSF), and our nation’s other science and technology and public health agencies.   

China and other competitor nations are methodically investing with the goal of overtaking our global lead in medical, scientific, and technological progress. According to a recent national public opinion survey commissioned by Research!America, a strong majority (77%) of Americans across party lines are concerned with the possibility of China surpassing the U.S. as the world’s leading science and technology (S&T) power.  

If our nation fails to bolster funding for the NIH, the NSF, and our nation’s other research agencies, we will not only lose our competitive advantage in the global economic arena but risk our nation’s leadership and self-sufficiency against deadly and debilitating health threats. 

The future of our nation hangs in the balance. America has thrived on foresight, not hindsight. Members of Congress have the opportunity to bolster our S&T strengths and we urge them to seize it.
